At the initiative and with the support of the Representation of the International Organization of La Francophonie (OIF) to the African Union (AU) and the United Nations Economic Commission for Africa (ECA) - RPUA, Senghor University in partnership with the Foundation for Capacity Building in Africa (ACBF) is launching a call for applications for the “Youth Leadership in Multilateral Environment” certification training. This training, which is part of the OIF’s “French language, international language” project, will take place in hybrid mode, including an online course phase and a face-to-face phase scheduled from November 2 to 6, 2026 in Addis Ababa, Ethiopia. Around twenty candidates will be selected. The deadline for submitting the application file is August 15, 2026 at 11:59 p.m. GMT+3/Egypt.

General presentation

In a global context marked by a rapid transformation of labor markets, preparing young people to enter the workforce or to create value through their own initiatives constitutes a major strategic challenge. Geopolitical, economic and technological changes, as well as the intensification of international cooperation, are giving rise to new skills needs, particularly in the areas of leadership, governance and multilateralism. Faced with these developments, public institutions, international organizations and civil society need a new generation of leaders capable of understanding the mechanisms of international cooperation, of dialoguing in multicultural environments, of negotiating, building partnerships and contributing to the development of public policies responding to sustainable development priorities. Strengthening skills in leadership, governance and multilateral diplomacy thus appears to be an essential lever to enable young French-speaking people to actively participate in decision-making processes and provide innovative solutions to contemporary challenges. It is with this in mind that the RPUA is partnering with ACBF and Senghor University to implement the “Youth Leadership in a Multilateral Environment” certification training course. This training aims to strengthen the skills of young French-speaking graduates and professionals working in the fields of international relations, diplomacy and multilateralism. A team of trainers and witness experts, with extensive knowledge in the field, will share their experiences through innovative intervention modalities. The training gives rise to a university certificate delivered by Senghor University upon validation of all the modules.



Objectives

  • Promote committed, inclusive and responsible leadership among young Francophones.
  • Understand the mechanisms of multilateral cooperation.
  • Develop skills in multilateralism, diplomacy and governance.
  • Strengthen transversal skills (systems thinking, critical thinking, creativity, collaboration, complexity management).
  • Improve professional communication in French.
  • Develop self-knowledge and professional positioning.
  • Master skills development tools (CV, cover letter, portfolio, presentations).
  • Prepare for recruitment processes of international and regional organizations.
  • Encourage networking with stakeholders in French-speaking multilateralism.

Target Audience

  • Young people under 35, belonging to one of the following two profiles:
  • graduates in the field of international relations;
  • civil servants working in a multilateral environment.

Teaching Methods

The Certificate in “Youth Leadership in a Multilateral Environment” adopts an approach focused on learning by doing through: interactive sessions on the fundamentals of leadership, international cooperation, multilateral diplomacy and the functioning of international and regional organizations; Group work, case studies and simulations promoting the development of skills in communication, negotiation, collaborative leadership and management of intercultural relations; Mentoring to prepare an application for an international organization and refine project ideas; Immersion visit to the ECA and the AUC, allowing you to observe the functioning of institutions within French-speaking African multilateral environments. The training is structured in four modules, starting with the acquisition of key concepts, followed by practical applications, exchanges of experiences, discussions and a deepening of the concepts covered. Beyond the interventions of expert trainers, educational engineering favors workshops for collective reflection and exchanges with actors in the field. The themes are organized and sequenced according to the skills to be acquired, through learning activities and simulations allowing their effective acquisition.
