Parliaments occupy a central place in contemporary democratic systems, as institutions guaranteeing citizen representation and normative production. Their capacity to legislate constitutes a fundamental lever for responding to the economic, social and political challenges of States.
Historically, the legislative initiative in many countries in French-speaking Africa is mainly of governmental origin. This situation is partly explained by a still insufficient mastery of legislative drafting techniques, a limited culture of normative initiative and unequal technical capacities within parliaments. In this context, it becomes essential to strengthen the capacities of elected officials and parliamentary officials to consolidate governance and the effectiveness of public action.
It is to meet this challenge that this certificate is offered at the instigation of the APF via its French-speaking Parliamentary Institute and in partnership with Senghor University. This training marks a key step in the professionalization of parliamentary actors. It aims to develop the culture of parliamentary initiative within the parliaments of French-speaking Africa and to encourage the sharing of practices between peers.
