Parliaments occupy a central place in contemporary democratic systems, as institutions guaranteeing citizen representation and normative production. Their capacity to legislate constitutes a fundamental lever for responding to the economic, social and political challenges of States.

Historically, the legislative initiative in many countries in French-speaking Africa is mainly of governmental origin. This situation is partly explained by a still insufficient mastery of legislative drafting techniques, a limited culture of normative initiative and unequal technical capacities within parliaments. In this context, it becomes essential to strengthen the capacities of elected officials and parliamentary officials to consolidate governance and the effectiveness of public action.

It is to meet this challenge that this certificate is offered at the instigation of the APF via its French-speaking Parliamentary Institute and in partnership with Senghor University. This training marks a key step in the professionalization of parliamentary actors. It aims to develop the culture of parliamentary initiative within the parliaments of French-speaking Africa and to encourage the sharing of practices between peers.

Teaching Methods

The Certificate in “Legislative Engineering: from idea to law” offers an active, immersive educational approach anchored in the realities of the African context with inspiring meetings with experts from throughout the French-speaking world. The program is thus based on: - theoretical modules; - an inaugural conference from a major witness; - comparative case studies from French-speaking African parliaments; - practical writing workshops in small groups; - a simulation of proposed laws; - and exchanges between peers. The training is structured in progressively articulated modules. It begins with an inaugural conference, followed by the deployment of sequences dedicated to the acquisition of key concepts, their putting into practice, as well as exchanges of experiences, in-depth discussions and reinforcement of the concepts covered. Educational engineering favors interventions by expert-parliamentarians, and a participatory approach based on collective reflection workshops and exchanges between peers. The themes are organized and sequenced according to the targeted skills, through diversified learning activities promoting their effective appropriation.
